The City of Kirksville is a third-class city, operating under the Council-Manager form of government. Appointed by the City Council, the City Manager oversees the day-to-day operations of the City of Kirksville under the direction of the City Council. The City Manager serves the elected City officials and the community by administering local government projects and programs on their behalf.
Thank you for visiting the City of Kirksville website. I am pleased to be here to serve you as the City Manager. While working directly for the City Council, I oversee the responsibilities for the daily operations of our City, and the implementation of policies established by the City Council.
I am proud of the approximately 140 employees who serve the Kirksville community. Each of us is committed to our mission of maintaining and enhancing the quality of life for all residents. The City Manager facilitates, coordinates and supervises the work of all city departments and ensures that the Mayor and City Council’s policies and direction are successfully implemented. The Manager also works to develop programs and policy alternatives for consideration by the Mayor and City Council. As the City's Chief Administrative Officer, the City Manager is ultimately responsible for all operations of the municipal corporation. Duties include the coordination of efforts and communication within City departments, and with other government officials and agencies on Local, State and Federal levels, local merchants and non-profits, and businesses in the community at-large.
The current City Manager has served as City Manager for 13 years and is the eighth Manager of Kirksville since the Council-Manager form of government was adopted in 1972. The City Manager’s role has remained the same throughout the years for managing and supervising all City departments and offices of the City. The City Manager also provides leadership, direction and assignments on short and long range plans to staff.
All documents presented to the City Council are reviewed or prepared by the City Manager, including the annual operating budget, which requires input from all departments and significant preparation, review and compilation from the Finance Director.
The City Manager provides ongoing communication to the City Council in the form of Council Agendas, Study Session Packets, Newsletters and from time-to-time emails to keep the City Council updated on projects and subjects that may come to the Council in the near future. Everything but the random emails are also provided to the news media and staff. The emails are printed out and retained by the City Clerk in compliance with Missouri’s Sunshine law.
