The qualifications to run for City Council are:
Must be an inhabitant of the City of Kirksville for one year preceding the election; at least 21 years of age prior to taking office; a U.S. citizen; a qualified voter; not delinquent in the payment of any City or State taxes or fees; completed the Form 5120 Affidavit of Tax Payments and submitted it to the Missouri Department of Revenue; and have not been convicted of, found guilty of, or pled guilty to a felony under state or federal laws.
