City Council

The City of Kirksville is a third-class city, operating under the Council-Manager form of government. The City has operated under this form since it was first approved by the voters in 1972, and reaffirmed by a vote of the citizens on April 1, 1980. City Councilmembers are elected to serve a three-year term. The City Council terms are staggered to ensure stability, continuity, and institutional memory by preventing all members from leaving at once. Missouri law requires a candidate for City Council to be 21 years old, a resident of the City for one year before the election, and a United States citizen. Municipal elections are held on the first Tuesday of April each year.

In April of each year, after the municipal election, the City Council elects two Councilmembers to serve as Mayor and Mayor Pro Tem. The Mayor shall preside over City Council Meetings and is recognized as the official head of the City. The Mayor Pro Tem assumes the responsibilities of the Mayor in the Mayor’s absence.

The City Council holds formal meetings twice a month on the second and fourth Mondays, excluding City-recognized holidays, and once a month on the third Monday for a study session to review and discuss ideas, policies, and plans for the City. Councilmembers receive $200.00 per month, and the mayor receives $300.00 per month, provided they attend all regular and special City Council meetings. In addition, members of the City Council and their families receive access to the Aquatic Center.
