The City of Kirksville does not have a rental inspection program for rental housing. Complaints from renters or landlords are handled with inspections or by a phone call to a responsible party. Communication problems between a landlord and a renter, and what each expects of the other, can cause hardship for both parties. Enforcement of the International Building Codes may sometimes require a landlord to repair things that are in dispute.
Both landlords and tenants have rights under Missouri law. The Missouri Attorney General's office publishes a booklet that all renters and landlords should be familiar with called “Missouri’s Landlord-Tenant Law." It is a 20-page booklet on the Rights and Responsibilities of landlords and tenants.
The Codes Department also has a form called “The Smart Renter’s Checklist” that may be of value to a prospective tenant that wants to “check out” an apartment or house. This form provides information on what to look for and what is required by Code.
