City Administration includes the offices of the City Manager, City Clerk, Human Resources and Communications.
The Administration Department is responsible for directing the delivery of municipal services, and is made up of the City Manager, City Clerk, Human Resources, and Communications.
City Manager
The City Manager is appointed by and works closely with the City Council by providing information, following up on Council requests, responding to citizen inquiries and implementing municipal policies. The City Manager reports directly to the City Council. The employees of the City, including all department managers, City Clerk and E-911 Director, report directly to the City Manager; this means that all communication and requests from Council are given directly to the City Manager.
The City of Kirksville is a third-class city, operating under the Council-Manager form of government. Appointed by the City Council, the City Manager oversees the day-to-day operations of the City of Kirksville under the direction of the City Council. The City Manager serves the elected City officials and the community by administering local government projects and programs on their behalf.

Thank you for visiting the City of Kirksville website. I am pleased to be here to serve you as the City Manager. While working directly for the City Council, I oversee the responsibilities for the daily operations of our City, and the implementation of policies established by the City Council.
I am proud of the approximately 140 employees who serve the Kirksville community. Each of us is committed to our mission of maintaining and enhancing the quality of life for all residents. Duties:
The City Manager facilitates, coordinates and supervises the work of all City departments and ensures that the Mayor and City Council’s policies and direction are successfully implemented. The Manager also works to develop programs and policy alternatives for consideration by the Mayor and City Council. As the City's Chief Administrative Officer, the City Manager is ultimately responsible for all operations of the municipal corporation. Duties include the coordination of efforts and communication within City departments, and with other government officials and agencies on Local, State and Federal levels, local merchants and non-profits, and businesses in the community at large.
The current City Manager has served as City Manager since 2003 and is the eighth Manager of Kirksville since the Council-Manager form of government was adopted in 1972. The City Manager’s role has remained the same throughout the years for managing and supervising all City departments and offices of the City. The City Manager also provides leadership, direction and assignments on short and long-range plans to staff.
All documents presented to the City Council are reviewed or prepared by the City Manager, including the annual operating budget, which requires input from all departments and significant preparation, review and compilation from the Finance Director.
The City Manager provides ongoing communication to the City Council in the form of Council Agendas, Study Session Packets, Newsletters and from time-to-time emails to keep the City Council updated on projects and subjects that may come to the Council in the near future. Everything but the random emails are also provided to the news media and staff. The emails are printed out and retained by the City Clerk in compliance with Missouri’s Sunshine law.

Deputy City Manager
The Deputy City Manager is appointed by the City Council and City Manager, and works with City staff to make sure City departments and services offer exceptional service to residents of Kirksville. The Deputy City Manager reports to the City Manager.
Duties:
The Deputy City Manager oversees the Communications, Human Resources, and Parks and Recreation Departments, as well as the Kirksville Regional Airport. The position also oversees grants, administration services and information technology.
The Deputy City Manager serves as the City Manager when the City Manager is away.

City Clerk
The City Clerk is appointed by the City Council and City Manager, and works with the City Council to provide services as further described, by attending the regular, special and executive session meetings of the City Council. The minutes are transcribed, and ordinances and resolutions are recorded for permanent reference and record. The City Clerk is the Custodian of Records for the City, and pertinent ordinances are submitted to the Municipal Code Corporation for supplements on the City’s website. The minutes are stored on the City’s website.
Duties:
The City Clerk serves as the custodian of records for the City of Kirksville, including minutes, ordinances, resolutions, contracts and other vital documents. When citizens have Sunshine Requests (requests for public information), they are submitted to the City Clerk's Office for processing.
The City Clerk also provides clerical support to the City Council and City Manager, and administers the oath of office to sworn personnel and newly elected City Officials. The City Clerk is who citizens should contact when they wish to speak to a Council Member or the City Manager.
Various Boards & Committees:
The City Clerk maintains a list of all city-appointed Boards and Commissions, and citizens are encouraged to contact the Clerk if they would like to serve. Appointments to the various boards and commissions are approved by the City Council.
Additionally, the City Clerk oversees the Forest-Llewellyn Cemetery, and the Friends of Forest-Llewellyn Cemetery Committee.
Council Filing:
The City Clerk accepts filings for City Council before the April election according to Missouri State Statutes. Please call for those dates.

Employee Benefits
The Human Resources Department administers a wide range of benefits for full-time employees, including:
- The City provides Medical/Dental insurance for full-time employees and their dependents. The City pays 100% of the premium for single coverage and 50% of the dependent premium. Employee’s monthly premium cost would be based on level of benefits requested.
- Dental Insurance - Dental insurance is provided for all employees at no cost to the employee. Dependent coverage is optional. The City will pay 50% of the dependent premium. Employee’s monthly premium cost would be based on level of benefits requested.
- Life Insurance - Life insurance is offered at no cost to each employee in an amount equal to the employee’s annual salary.
- Retirement – Retirement Benefits are provided through the Local Government Employees Retirement System (LAGERS) and Social Security. Employees may voluntarily participate in the ICMA-RC 457 plan.
- Holidays - New Years Day, Martin Luther King, Jr. Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Veteran’s Day, Thanksgiving, Friday following Thanksgiving, Christmas Eve and Christmas Day.
- Vacation Leave - Employees accrue eighty hours (80) of vacation leave following one year of employment. After one year, the employee will accrue nine (9) hours vacation leave per month. Other schedules exist.
- Sick Leave - Employees accrue six (6) hours of sick leave per month.
