Chapter 20 of the Municipal Code is where you will find the City of Kirksville’s Human Relations - or Human Rights - ordinance. This ordinance establishes a Human Rights Compliance Officer, their purpose, and duties. Ashley W. Young,  Community and Economic Development Director, has been appointed as the current Human Rights Compliance Officer.
